The DayLight\/Samuel Jabba<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">By<strong> <\/strong><strong>Varney Kamara <\/strong><strong><\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">BETIBA \u2013 In 2015, the Government of Liberia began the process to create the Wologizi Proposed Protected Area, located in Lofa County\u2019s Voinjama District. The move prevented locals from hunting, farming, or building homes in the forest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That rule changed last May when miners arrived here with mining licenses to operate in the wooded area adjacent to the Wologizi Mountain. Beginning in 2022, the Ministry of Mines and Energy has awarded five licenses, some of which overlap the Wologizi Proposed Protected Area. These licenses not only undermine conservation efforts in the area but also endanger lives and destroy the environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are digging everywhere and damaging the waters,\u201d said Yassa Sumo, chairperson of the land leadership of Kpakaza Clan, where the proposed park sits. \u201cWe are trying hard to protect our forest, but mining in this area is giving us a hard time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEveryone here was farming and making gardens, when the Chinese came, gold boys took over the community,\u201d said James Akoi, Town Chief of Betiba, in an interview with The DayLight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are two companies in the area, which is in the Voinjama District. Hong Sheng Mining Company, a Chinese-owned firm, has had two licenses: a <a href=\"https:\/\/portal.mme.gov.lr\/license\/899053\">gold exploration license<\/a> and a <a href=\"https:\/\/portal.mme.gov.lr\/license\/1949581\">now-expired prospecting license<\/a>. Sprout Global Mining Ventures, Inc. has three active licenses: two prospecting licenses and a class B or <a href=\"https:\/\/portal.mme.gov.lr\/license\/2743930\">medium-scale license<\/a> for gold. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Satellite imagery and the Ministry of Mines\u2019 records show these mining licenses\u2014and a host of others\u2014overlap the proposed Wologizi park. This evidence corroborates a recent <a href=\"https:\/\/www.forest-trends.org\/wp-content\/uploads\/2025\/08\/Rapid-Assessment-of-Liberias-Mining-Sector-with-a-Focus-on-the-Local-Impacts-on-Forests-and-Peoples.pdf\">report<\/a> that found mining licenses overlapped more than 2 million hectares of forest across Liberia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The mining activities inside the Wologizi are having a devastating toll on the proposed park. Using heavy earthmovers, miners are cutting down trees, polluting rivers locals use for drinking, and destroying the environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wologizi forest is among several places the Liberian government has designated as a proposed protected area. Measuring <a href=\"https:\/\/www.clientearth.org\/media\/b3fd35sg\/fda-document-2015-national-forests-classification-acreages-location-and-utilization-ext-en.pdf\">99,538 hectares<\/a>, it is an <a href=\"https:\/\/www.fda.gov.lr\/sites\/default\/files\/documents\/National%20Forest%20Forum%20brief%20CONSERVATION%20FINAL%201_0.pdf\">important<\/a> ecosystem that is home to various endangered species, including monkeys and chimpanzees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Late last year, the Forestry Development Authority, French NGO <a href=\"https:\/\/gret.org\/en\/news\/2026\/protecting-forests-in-liberia\/\">GRET<\/a>, and <a href=\"https:\/\/www.fauna-flora.org\/projects\/piloting-implementation-redd-programme-wonegizi-proposed-protected-area\/\">Fauna &amp; Flora International<\/a>, a UK-based NGO, launched a US$9 million project to create a protected area corridor spanning 130,000 hectares along the Wonegizi-Wologizi landscape. Graphic credit: David Young<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Hassan Kroroma, a Sprout executive, and Gao Feng, a Hong Sheng representative, declined to comment on the issue. However, Richard Manuba, the ministry\u2019s spokesman, said that a company was encroaching on another\u2019s area. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe ministry has issued a closure order in that particular area,\u201d Manuba said on Okay FM. He did not provide any further details on the alleged encroachment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:16px\"><strong>Consent, conflicting interests<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Betiba was unaware that the licenses were issued, according to residents. Obtaining locals&#8217; consent is a fundamental right under Liberia&#8217;s <a href=\"https:\/\/faolex.fao.org\/docs\/pdf\/lbr182407.pdf\">Land Rights Act<\/a>, which recognizes customary land ownership. The law grants communities the right to have a say in decisions regarding their ancestral territories. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen they came to the community, they said the government sent them to mine here,\u201d said Sumo, the community land leader. \u201cThey did not have any prior discussion with us.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sonie Supo, a Betiba elder, supports mining in the Wologizi area. Supo demands compensation to keep the forest standing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We cannot have all this forest standing while people are suffering. We are poor farmers. The <a href=\"https:\/\/www.clientearth.org\/media\/pbelyf0h\/national-wildlife-law-of-liberia-2016.pdf\">Wildlife Protected Area Management Law<\/a> and the <a href=\"https:\/\/www.clientearth.org\/media\/q3phd03q\/act-2006-act-adopting-the-national-forestry-reform-law-ext-en.pdf\">National Forestry Reform Law<\/a> bar mining with a medium-scale license in a proposed protected area. However, the Minerals and Mining Law\u2014the oldest in the Mano River sub-region\u2014does not recognize a proposed protected area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The draft Mineral and Mining Law of 2023 recognizes a proposed protected area, but its establishment has been stalled upon the inception of the Boakai administration. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responding to the overlap, Alwell Aloysius Carr, the Director of Mines, said a lack of coordination among government institutions was responsible for the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe challenges are that the Ministry of Mines has budgetary constraints. We rely on our agents to feed us with information,\u201d Carr said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut equally so, with respect to this information, we will not take it lightly.
