Graphic by Rebazar Forte and pictures by James Harding Giahyue<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>By James Harding Giahyue<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">YARPAH TOWN; GIBI \u2013 Communities that would be affected by a potential carbon credit deal between Liberia and the United Arab Emirates-based Blue Carbon are demanding their right to consent. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Liberian government has been negotiating with Blue Carbon to sequester carbon on more than a million hectares of forestlands as part of a <a href=\"https:\/\/e360.yale.edu\/features\/al-maktoum-uae-dubai-africa-carbon-credits\">US$50 billion deal that also involves Tanzania, Zambia, Zimbabwe and possibly Angola<\/a>. The potential 30-year deal would affect towns and villages in Margibi, Sinoe, Lofa, Gbarpolu and&nbsp; River Cess.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But local people who own the forest have not given their consent as required by Liberia\u2019s land and forestry laws. More than a dozen people The DayLight interviewed in potentially affected communities in River Ces and Margibi expressed dissatisfaction. &nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Communities Demand Consent Right In Liberia&#039;s UAE-based Blue Carbon Deal\" width=\"696\" height=\"392\" src=\"https:\/\/www.youtube.com\/embed\/-nFZ0Bx0THE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe think we should be contacted and we should be apart because carbon has something to do with the community people,\u201d said Matthew Walley, a local forestry leader in the Central River Cess District, River Cess County. The proposed Blue Carbon agreement targets over 57,000 hectares of forest in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want the government to halt the arrangement and they should come to us and sit with the community,\u201d Walley added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Liberian government has been negotiating the deal after <a href=\"https:\/\/gulfnews.com\/business\/corporate-news\/blue-carbon-and-the-government-of-liberia-ink-strategic-mou-to-develop-new-approach-to-blue-carbon-projects-in-the-country-1.1679906865139\">signing a memorandum of understanding with Blue Carbon in March<\/a>. Liberia sees the agreement as an opportunity to meet its climate objectives, including to slice its deforestation rate by &nbsp;2030. Blue Carbon, <a href=\"https:\/\/bluecarbon.ae\/\">owned by a member of the UAE Royal Family<\/a>, aims to use the deal to help reduce carbon emissions globally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But national and international campaigners have <a href=\"https:\/\/stage.thedaylight.org\/wp68\/2023\/07\/24\/international-ngos-call-for-halt-to-blue-carbon-deal\/\">criticized the deal<\/a> for\u2014among other things\u2014disregarding the rights of rural communities. The Land Rights Act and Community Rights Law\u2026 with Respect to Forest Lands guarantee locals\u2019 free, prior and informed consent (FPIC) for land and forest-based concessions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A draft of the controversial agreement, seen by The DayLight, shows that the government intends to get communities\u2019 consent between August and November. However, that should have happened prior to the government\u2019s initial MoU with Blue Carbon, based on the principle of consent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe government feels that they have power over [us who] live within the communities. The DayLight\/James Harding Giahyue<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe government has to talk to me first,\u201d said Harry Lawgar, an elder in the Poye community Gibi District, Margibi County.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deal targets the Gibi Proposed Protected Area, covering over 88,000 hectares of forest. Like in River Cess, Lawgar and other people in Gibi The DayLight interviewed raised qualms for being overlooked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEverybody should be inclusive,\u201d said Jerome Poye a townsman also in the Poye community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe community has to get the understanding of it,\u201d Lawgar added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Locals said they needed to know exactly what was in the agreement for them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The current draft agreement apportions 70 percent of carbon royalties for Blue Carbon and 30 percent for the Liberian government in the first 10 years and 50 percent apiece thereafter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also sets aside 50 percent of the carbon royalties, 40 percent interest from the government\u2019s shares and a five percent interest payment from the government\u2019s stakes in the project for the communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it does not say how the carbon credit will be valued and traded, and how the carbon saving will be generated. They said they needed everything from clinics, roads, schools and livelihood programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to know the calculation.
