The DayLight\/James Harding Giahyue&nbsp;<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator is-style-wide\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>By James Harding Giahyue<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MONROVIA \u2013 Campaigners from civil society organizations in Liberia on Thursday received training on the Accountability Framework initiative (AFi), a new tool for advocacy in the agriculture and forestry sectors. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AFi was introduced in 2019 by a host of international nongovernmental organizations, including <a href=\"https:\/\/www.proforest.net\/\">Proforest<\/a>, <a href=\"https:\/\/www.rainforest-alliance.org\/\">Rainforest Alliance<\/a> and <a href=\"https:\/\/merid.org\/\">the Meridian Institute<\/a>. Combining international and local laws, policies, principles and best practices, it provides a standard for civil society\u2019s advocacy for agriculture and forest-related companies to produce sustainably. But in 2024, he put down his gun and trap and became a beekeeper.  \n\nMorlu no longer has to walk long distances at night to hunt animals, and he does not worry about contracting any diseases from his prey.  He keeps bees in Beyan Town, in Lofa\u2019s Salayea District, bordering Bong County, and expects his first harvest soon.\n\n\u201cFor now, some of us have no interest in going to the forest to hunt or look for honey because we have [honey] right behind our vineyards,\u201d says Morlu.\n\nLike Morlu, Wolobah Nuapolor hunted in the Salayea forest for decades. When he learned of an opportunity to raise pigs rather than hunt deer and squirrels, he jumped on it. He now has 12 pigs.\n\nThe beekeeping and piggery projects are two of several programs the Salayea Community Forest is undertaking to provide alternative, sustainable livelihood opportunities for townspeople, aimed at reducing their reliance on the forest and protecting it. The move prevented locals from hunting, farming, or building homes in the forest.\n\nThat rule changed last May when miners arrived here with mining licenses to operate in the wooded area adjacent to the Wologizi Mountain. Beginning in 2022, the Ministry of Mines and Energy has awarded five licenses, some of which overlap the Wologizi Proposed Protected Area. These licenses not only undermine conservation efforts in the area but also endanger lives and destroy the environment.\n\n\u201cThey are digging everywhere and damaging the waters,\u201d said Yassa Sumo, chairperson of the land leadership of Kpakaza Clan, where the proposed park sits. \u201cWe are trying hard to protect our forest, but mining in this area is giving us a hard time.\u201d\n\n\u201cEveryone here was farming and making gardens, when the Chinese came, gold boys took over the community,\u201d said James Akoi, Town Chief of Betiba, in an interview with The DayLight.\n\nThere are two companies in the area, which is in the Voinjama District. Hong Sheng Mining Company, a Chinese-owned firm, has had two licenses: a gold exploration license and a now-expired prospecting license. Sprout Global Mining Ventures, Inc. has three active licenses: two prospecting licenses and a class B or medium-scale license for gold.  \n\nSatellite imagery and the Ministry of Mines\u2019 records show these mining licenses\u2014and a host of others\u2014overlap the proposed Wologizi park. This evidence corroborates a recent report that found mining licenses overlapped more than 2 million hectares of forest across Liberia.\n\nThe mining activities inside the Wologizi are having a devastating toll on the proposed park. Using heavy earthmovers, miners are cutting down trees, polluting rivers locals use for drinking, and destroying the environment.\n\nWologizi forest is among several places the Liberian government has designated as a proposed protected area. Measuring 99,538 hectares, it is an important ecosystem that is home to various endangered species, including monkeys and chimpanzees.\n\nLate last year, the Forestry Development Authority, French NGO GRET, and Fauna &amp; Flora International, a UK-based NGO, launched a US$9 million project to create a protected area corridor spanning 130,000 hectares along the Wonegizi-Wologizi landscape. The community obtained the right to co-manage logging activities alongside the Forestry Development Authority (FDA).\n\nHowever, in recent years, French-speaking men from the neighboring Ivory Coast have begun arriving there on foot, on motorbikes, and by canoe. They encouraged locals to farm cocoa, assuring them it would improve their lives in no time. Townspeople here, including Monjolo, agreed.\n\n\u201cWe used to plant rice and other crops before; our lives didn\u2019t change. Now, seeing how the livelihood of the people in the next town is improving, we don\u2019t want to be left behind,\u201d Monjolo says in an interview in Kuebo. \u201cThat\u2019s why we agreed to enter the cocoa business.\u201d\n\nLike Monjolo, local people and Burkinab\u00e9 migrants they host have encroached on the Neezonnie Community Forest to cultivate cocoa. The people here say low living conditions push them towards illegal cocoa cultivation, citing a failed logging contract as their justification.\n\nIt was not a tough decision, though, just as Monjolo, who has a six-hectare cocoa farm and hosts eight Burkinab\u00e9 migrants, puts it. Neezonnie\u2019s neighbors, Marbo-1 and Marbo-2, had done the same years ago and were benefiting from their cocoa production. Modern houses are mushrooming, and businesses are booming.\n\nThe transformation here from logging to cocoa, known as the \u201cbrown gold,\u201d is touchable.  Young cocoa farms line both sides of the road from Polar Town to Tiah Town, as it was in other communities. In Tiah Town, Burkinab\u00e9 migrants spread cocoa beans on a platform to dry, with the migrants everywhere, outnumbering their landlords. Dolo confirmed the information.\n\nIt is not the first time that the illegal miners have stopped operating\u2014only to later return. Last May, soldiers of the Armed Forces of Liberia removed them from the beach, seizing their tools.\n\nHowever, they returned five months later and intensified their activities. Garwool Baysah, who lives on the route to the illegal mine, found a charm at her doorstep one morning after quarrelling with the miners the previous day.\n\nThe miners deny threatening to harm anyone. They said they only returned insults residents rained at them. The allegations against them were a smear campaign meant to hide residents\u2019 bad conduct and a lack of empathy.\n\n\u201cThey only make up those stories to make us look bad. I already know we are fighting a war. If anything happens to you, they would accuse me of harming you. So, I will not have the mind to threaten you,\u201d says Musu Fleming, a miner and single mother of six children.\n\nThe miners admit that their activities in Seaview are illegal, but blame poverty and unemployment.\n\n\u201cThis is stealing we are doing here,\u201d said Jacob Dolo, the ringleader of the illicit miners. \u201cThe hustle we are doing here is to send our children to school. We ourselves know the current situation of our country. There are no jobs, nothing,\u201d added Dolo.\n\nThe illegal sand mine is located between the community and the beach. PAUL BRIDGE \u2013 On the banks of the St. Paul River in Montserrado County, the day starts early. Paddles slicing through the water as fishermen set out before sunrise. For generations, the people along this river have survived on fishing.\n\nBut their way of life is fading away.\n\nWhere once nets came back filled with fish, now they return almost empty. Children wait on the shore for fathers whose catch can no longer feed them. The silence of empty boats has replaced the laughter that once echoed along the riverbanks.\n\nFor Roosevelt Kollie, a fisherman from St. Paul Bridge, a suburb outside Monrovia, who has fished here for over 40 years, the change is personal and painful.\n\n\u201cI have been fishing on this river for more than 30 years, but since companies started mining sand on the river, the fish migrated,\u201d says Kollie. \u201cPlaces where we used to catch huge quantities are now empty. The river is dying, and so is our livelihood.\u201d\n\nIn the last decade or so, fishers like Kollie have seen their catches vanish after several companies began mining sands on the St. Paul River. This is not only changing their way of life but also drowning the fishing community in poverty.\n\nSince 2011, the Ministry of Mines has issued 89 sand mining licenses for rivers and beaches across Liberia, including one that was issued on the 30th of October, official records show. Nineteen of those licenses were awarded for the St. Paul River, with seven currently active. Most of the licenses came after the Liberian government banned beach sand mining in 2012. The move was meant to curb coastal erosion. However, experts say it has piled pressure on rivers, hampering fishing.\n\nInland fishery plays a crucial role in sustaining rural life across Liberia. While ocean fisheries often take center stage, rivers, lakes, and wetlands are essential to thousands of families. A 2017 report estimated that 1,460 people engaged in inland fisheries, and the subsector produced 25 percent of the fish for rural communities.\n\n\u201cFish depend on the riverbed for food. When sand is mined, it destroys their habitat and forces them to migrate into the sea,\u201d says Dr. Eugene Shannon, former Minister of Mines and Energy. \u201cSometimes they return, and sometimes they\u2019re killed by strong ocean currents. It\u2019s not just bad for the river, it\u2019s devastating for the people who depend on it.\u201d\n\n\u201c[Sand mining] disrupts spawning and nursery grounds and leads to sedimentation, which reduces water quality and oxygen levels,\u201d adds Ahmed Sherf, Director for Environment and Climate Change with the National Fisheries and Aquaculture Authority (NaFAA).  He adds that sand mining damages mangroves, which serve as breeding and feeding grounds for various fish species.\n\nFishermen know this all too well.   \n\n\u2018\u2019When it rains, my home leaks like outside. My children hold their books so they don\u2019t get wet. The ministry also received the same number of forestry compliance handbooks, a comprehensive guide for the sector\u2019s law enforcement and procedures.\n\nThe lack of understanding of environmental laws and compliance regulations has significantly hampered prosecution and enforcement efforts in the country\u2019s forest sector. Both books, comprising basic definitions, crimes, and fines, aim to close this gap. It is an undertaking of the Multi-stakeholder Forest Governance and Accountability Project (MFGAP), funded by the British government.\n\n\u201cThis is a very good opportunity to understand the laws. It will improve the prosecutorial arm of the ministry because our prosecutors and county attorneys will have all of them at their fingertips,\u201d said Justice Minister N. Oswald Tweh.  \n\n\u201cIn many instances, our prosecutors have to find the law, define and explain it. Now, summarizing them in a single place makes their task easier. This is a very good step.\u201d  \n\nIn May 2017, the Forestry Development Authority published the overview of the legal framework for forests, meant to improve sectoral governance and ensure compliance. It began with the reform of the country\u2019s forestry sector a year later. The country created a new land law in 2018 that recognizes customary land ownership, has national policies on free, prior and informed consent (FPIC), and the principles and criteria of the Roundtable on Sustainable Palm Oil (RSPO). It has its own oil palm strategy<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On top of that, the country has already signed onto a horde of international principles. They include the United Nations Principles on Business and Human Rights, efforts to reduce emissions from deforestation and forest degradation and foster conservation, sustainable management of forests, and enhancement of forest carbon stocks (<a href=\"https:\/\/redd.unfccc.int\/\">REDD+<\/a>), and the <a href=\"https:\/\/www.tropicalforestalliance.org\/\">Tropical Forest Alliance<\/a> (TFA).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nana Darko Cobbina, the training facilitator from Proforest, said AFi does not duplicate those efforts.
